Briefly summarised, the current legal position, requires that the standardised minimum air exchange value be ensured. The way to practically implement this remains open. At the same time, however, more frequent manual ventilation is inconvenient and hardly enforceable against tenants, according to relevant court decisions. Thus, the Fachverband Gebäude-Klima e.V. [The Professional Building Climate Association], recommends the use of ventilation systems as a solution which can meet future demands and at the same time, as a convenient solution, even though there is currently no legal obligation to do so. Ventilation systems ensure a sufficient air exchange independent of user behaviour and thus, the necessary room air quality. Therefore, they guarantee compliance with the requirements of DIN 4108-2 as well as those of the Building Energy Law (GEG). Furthermore, when using heat recovery, they also lead to savings in energy costs.
